Gokmen Tanis, 37, has been arrested after killing three people and wounding five others on a tram Monday morning in Utrecht, Netherlands.

Dutch Justice Minister Ferd Grapperhaus said the Turkish-born attacker “was known” to justice authorities, adding that he had a criminal record.
Prime Minister Mark Rutte said: “If it had terror motives, that is being investigated. But it was very serious. The world shares our grief.”
